The Association of Building Compliance has been working with Future Skills to develop a bespoke qualification for Building Compliance. This qualification is designed to give those people working in or waiting to work in the Building Compliance industry the underpinning knowledge they need.
The aim of the qualification is to equip learners with the core knowledge and skills required to operate effectively in the New Zealand building compliance environment. Graduates will develop competence in interpreting and applying the regulatory framework, including sections 100 to 111 of the Building Act 2004 and the Fire and Emergency New Zealand Act 2017, with a focus on specified systems, compliance schedules, inspection processes, and related legislative and administrative requirements. Learners will also gain the ability to communicate professionally with stakeholders and support building regulatory outcomes in alignment with government, industry, and local authority expectations.

Funding your Building Compliance Study. What are your Options?
If you're thinking about enrolling in the Certificate in Building Compliance (Level 4), there are a few ways to make your study more affordable and even fully funded, depending on your circumstances.
Option 1: Apply for a Student Loan
You may be eligible for a Student Loan through StudyLink, which can cover your course fees, and any course-related costs.
To qualify, you need to:
- Be a New Zealand citizen or meet residency requirements (such as having lived in New Zealand for at least three years on a residence-class visa)
- Be enrolling in an approved programme with a recognised provider like Future Skills Academy

Option 2: Claim Final-Year Fees Free
If you’re completing your first eligible qualification in 2025 or later, you may qualify for the Final-Year Fees Free scheme. This government initiative allows you to claim back up to $12,000 of your final year’s study costs once you successfully complete the qualification.
To be eligible, you must:
- Be a New Zealand citizen or meet the relevant residency criteria at the time of completion
- Be completing your first eligible qualification
- Not have used Fees Free in the past
- Meet the prior study and training criteria: for example, you must not have completed more than half a year of tertiary study (around 60 credits or 0.5 EFTS) before 2025
You’ll make the claim after your study is finished, using your myIR account with Inland Revenue.

Group Discounts Available
If you're an employer or organisation looking to enrol multiple staff, we offer group discounts for 5 or more enrolments. These learners can be enrolled across any of the four intakes in 2025, you don’t need to send everyone to the same course date.
Intakes are subject to minimum numbers, so we encourage early confirmation.
