Potential Asbestos in Fire Doors – Industry Alert

Summary:
Fire-retardant boards (FRBs) used in some fire doors supplied in Aotearoa New Zealand between 2021 and 2025 have tested positive for asbestos. These boards were imported from Australia and China and incorporated into fire doors installed in various buildings.

Key Points for IQPs and Building Professionals:

  • No MBIE Ban Yet: MBIE has not issued a formal warning or ban under Section 26 of the Building Act 2004, as existing asbestos regulations already prohibit installation or disturbance of asbestos-containing products.
  • Legal Obligations:
    • Under the Health and Safety at Work (Asbestos) Regulations 2016, it is illegal to install, handle, or disturb asbestos-containing materials.
    • Building owners must maintain compliance with the Building Act 2004, Building Code, and BWOF obligations.
  • Supplier Notifications: Affected parties should have received recall notices from suppliers. Check for manufacturer tags or stickers on doors.
  • WorkSafe Guidance:
    • Do not install any affected doors or continue hardware fitting.
    • Removal must follow asbestos management protocols. If 5 or more doors are involved, a licensed asbestos removalist is required.
  • Building Consent Implications:
    • Like-for-like replacements (same make/model/spec) may fall under Schedule 1 exemptions.
    • Different specifications or changes to fire separations require building consent and compliance schedule updates.
  • Action Required:
    • Add affected doors to your Asbestos Management Plan.
    • Consult WorkSafe NZ and your local council before any removal or replacement.
    • Ensure replacement doors meet or exceed original fire rating and Building Code compliance.
